Does chard grow back every year?
Chard is grown as an annual and will therefore not grow back at all.

Will chard tolerate frost?
Chard is a cool-weather plant and will therefore not be vulnerable to the cold.
However, like most other garden vegetables, too much of it will do more harm than good and you should definitely not expose chard to strong frost since chances are that your plants would decay.

Thus, in such a case, I suggest you wait until you move to a place where you can provide better conditions to chard plants.
